The Honourable U. TROY J. T. LIBURD, Minister of Education, Information Technology, Library Services, Youth and Sports.  

The Honourable Uthant Troy J. T. Liburd is a prominent Nevisian politician and a professionally trained civil engineer who currently serves as a Junior Minister and Senator in the Nevis Island Administration (NIA). A member of the Concerned Citizens Movement (CCM), Liburd’s career in public service is defined by a transition from technical engineering to high-level policy-making, where he has consistently applied his background in science and infrastructure to the development of the island. Before his entry into politics, Liburd was a civil engineer with the Department of Public Works in Nevis, where he gained first-hand experience in the island’s physical infrastructure and technical requirements. His political career began in January 2013 when he was appointed as a Junior Minister under the leadership of then-Premier Vance Amory. In his initial role, he was tasked with a heavy technical portfolio that included responsibility for Public Works, Public Utilities, Physical Planning, and the Environment. During this time, he was instrumental in overseeing the Water Enhancement Project, which involved the construction of major reservoirs at Camps, Spring Hill, and Maddens to improve the island’s water security. In 2017, following the transition of leadership to Premier Mark Brantley, Liburd’s focus shifted significantly toward the social and intellectual development of the island. He was re-appointed as a Junior Minister with responsibility for Education, Library Services, and Information Technology. In this capacity, he has championed the modernization of Nevisian schools, most notably through the multimillion-dollar Technical and Vocational Education and Training (TVET) project. This initiative saw the construction of a state-of-the-art technical wing at the Gingerland Secondary School, aimed at providing students with the facilities needed for Caribbean Vocational Qualifications (CVQ). Currently, following the 2022 elections, Liburd continues to lead the Ministry of Education while also overseeing the Youth and Sports portfolios. His leadership has been marked by a strong push for digital literacy, including the distribution of over 1,200 digital devices to students and teachers, and a vigorous advocacy for STEM (Science, Technology, Engineering, and Mathematics) education. Liburd often draws on his personal experience as an engineer to inspire youth, emphasizing the "Four Cs" of 21st-century learning: creativity, critical thinking, collaboration, and communication.
