Legal Advisor
Mrs. Hélène Anne Lewis serves as the Legal Advisor to the Nevis Island Administration (NIA), an executive, cabinet-level position in which she provides vital counsel to the Premier and Cabinet of Ministers while managing statutory compliance, civil litigation, and the legislative framework for the island of Nevis. Educated at the University of Western Ontario, the University of Buckingham, and called to the Bar at the Honourable Society of Gray’s Inn in London, Mrs. Lewis brings over four decades of distinguished international legal experience spanning public service and elite private practice. Her early career includes serving as State Counsel in Trinidad and Tobago, Legal Advisor to the Ombudsman, and Senior Crown Counsel (and Acting Attorney General) for the Turks and Caicos Islands.
Moving to the British Virgin Islands in 1990, she spent more than twenty-five years as a leading regional expert in corporate, trust, and estate law, eventually founding the boutique firm Simonette-Lewis and making history as the global Worldwide Chairman of the Society of Trust and Estate Practitioners (STEP) from 2012 to 2014. Now channeling her vast cross-jurisdictional acumen back into the public sector, Mrs. Lewis protects national assets and secures major state contracts—such as her legal team’s landmark success in securing the official title for the historic Bath Hotel and Stream—ensuring that the NIA’s public policies and commercial negotiations remain legally airtight and aligned with long-term national development.
