NIA Announces Vacancy for Chief Librarian

NIA CHARLESTOWN, NEVIS (June 29, 2026)- The Nevis Island Administration, Ministry of Human Resources on behalf of Library Services Department in the Ministry of Education et. al. invites applications to fill the role of CHIEF LIBRARIAN.


OVERVIEW

The Library Services Department is seeking a community-centered professional with strong leadership and management skills. The Chief Librarian provides strategic leadership, management, and oversight of the Nevis Public Library System, ensuring the delivery of efficient, equitable, and modern library services that support education, literacy, research, and cultural preservation. The role is responsible for ensuring compliance with government financial, procurement, and administrative regulations while driving the transformation of library services into a digitally enabled, community-focused knowledge hub.


KEY RESPONSIBILITIES 

      • -Direct and supervise the day-to-day operations of the library service.

      • -Manage departmental email communications and ensure timely responses.

      • -Liaise with maintenance personnel and relevant authorities regarding building repairs and upkeep.

      • -Lead and oversee collection development, including analysis of borrowing trends and patron requests.

      • -Ensure adherence to recognized library standards and practices.

      • -Coordinate and approve local procurement.

      • -Manage overseas acquisitions and subscription renewals.

      • -Authorize payments through the Government financial system (e.g., FITRIX).

      • -Manage departmental accounts, ensuring compliance with financial regulations.

      • -Monitor budget allocation and expenditure to ensure efficient use of resources.

      • -Prepare departmental reports; monthly press releases; and programme evaluations and activity reports.

      • -Present reports and updates at Heads of Department (HOD) meetings.

      • -Develop proposals and policy recommendations for library services.

      • -Represent the Department at meetings, events and official functions as required.

      • -Develop, implement, and evaluate innovative programmes and activities.

      • -Partner with schools, community groups, and stakeholders to expand programme reach and impact.

      • -Support the development and implementation of digital library systems and services.

      • -Supervise, guide, and evaluate staff performance. Facilitate staff development and training.

      • -Any other duties reasonably assigned by the Permanent Secretary or the Assistant Secretary in the absence of the Permanent Secretary.

    JOB REQUIREMENTS

        • Bachelor’s Degree in Library and Information Science, Education, Information Management or a related field

        • Minimum of five (5) years’ relevant professional experience in supervisory responsibilities

        • The successful candidate may be required to pursue professional development or certification in Library and Information Science within a specified period.

        • Records management and Digital information systems

        • Leadership and supervisory skills. Ability to work collaboratively with stakeholders 

        • Excellent communication; report writing; and financial management skills

        • Problem-solving and decision-making know-how

        • Ability to plan, organize and manage multiple priorities

        • Ability to adapt to changing technologies and service demands

      SALARY SCALE: N33-N40
