Mr. Powell will serve as Junior Minister in the Ministry of Communications, Works and Public Utilities, Post, Physical Planning, Natural Resources and Environment with special responsibility for Public Works, Public Utilities, Post, Physical Planning, Flood and Water Control and Environment.
